Project Overview

• STRUCTURE: A four-story, 45,000-square-foot building featuring 41 affordable housing units.
• TIMELINE: Construction is expected to be completed by Fall 2026.
• COST & FUNDING: The project is estimated to cost $26 million, funded through a combination of loans, grants, and federal tax credits.
Housing Specifications
The building will offer a mix of apartment sizes to meet community needs:
• 13 three-bedroom units.
• 25 two-bedroom units.
• 3 one-bedroom units.
• ELIGIBILITY: Residency is based on federal income guidelines and public housing funds; while the project is spearheaded by the Micronesian community, it is open to all qualifying applicants.
Cultural Significance
• Community Center: The building will house the only dedicated Micronesian community center in the continental United States (similar centers currently only exist in Hawaii and Guam).
• Design: Each floor will feature motifs and commissioned artwork representing different Micronesian cultures.
• Leadership: The project is led by the Micronesian Islander Community (MIC) nonprofit and its executive director, Jackie Leung, who has been working on the concept since 2012.
Community Impact
• Addressing Demand: Voyagers Village joins other local projects like Gussie Belle Commons and Mahonia Crossing in addressing the surging demand for affordable rent in Salem.
• Local Support: The project received early support from the Highland Neighborhood Association and city officials, who praised the strength and growth of the local Micronesian Islander community.

The grand opening is tentatively scheduled for Fall 2026.
Rates are determined by the US Department of Housing and Urban Development, or HUD, on an annual basis. This, in turn, helps determine your eligibility to be a tenant in Voyagers Village.

Yes. These are not free units. These are heavily subsidized, meaning that tenants shall pay at the HUD-income rate (this changes each year so the number is not listed). Applicants will need proof of income to demonstrate their ability to pay their monthly rent plus utilities (electric, gas, water, etc.,.).
